A Growing Partnership
Since its inception in November 2001, C-TPAT has continued to grow. Today, more than 11,400 certified partners from various sectors of the trade community have been accepted into the program. These partners include U.S. importers/exporters, U.S./Canada highway carriers; U.S./Mexico highway carriers, rail and sea carriers, licensed U.S. Customs brokers, U.S. marine port authorities/terminal operators, U.S. freight consolidators, ocean transportation intermediaries, non‐operating common carriers, Mexican and Canadian manufacturers, and Mexican long‐haul carriers. Together, they account for over 52 percent (by value) of cargo imported into the U.S.
How CTPAT works
When an entity joins C-TPAT, it agrees to work with CBP to protect the supply chain, identify security gaps, and implement specific security measures and best practices. Applicants must address a broad range of security topics and present security profiles that list action plans to align security throughout the supply chain.
C-TPAT members are considered to be of low risk and are therefore less likely to be examined at a U.S. port of entry.
C-TPAT Partners enjoy a variety of benefits, including taking an active role in working closely with the U.S. Government in its war against terrorism. As they do this, partners can better identify their own security vulnerabilities and take corrective actions to mitigate risks. Some of the benefits of the program include:
Priority consideration at CBP’s industry-focused Centers of Excellence and Expertise

In 1980, Laing International became a member of the National Customs Brokers and Forwarders Association of America. Through this organization, we stay up to date on changes in laws affecting our industry. NCBFAA is the trade association representing customs brokers and freight forwarders in the United States. It provides its members with a forum for sharing information to promote business interests. The members of NCBFAA maintain high standards of professionalism.
Established in New York in 1897, NCBFAA is the effective national voice of the industry. Through its various committees, counsel and representatives, the Association closely monitors legislative and regulatory issues that affect its members. It keeps them informed of these and other related issues through its weekly Monday Morning eBriefing and various meetings and conferences throughout the year.
Headquartered in the Washington DC metro area, the NCBFAA represents more than 1,300 member companies with 110,000 employees in international trade – the nation’s leading freight forwarders, customs brokers, ocean transportation intermediaries (OTIs), NVOCCs and air cargo agents, serving more than 250,000 importers and exporters. The Association’s members manage more than 97% of the entries for goods imported into the United States and are directly involved with the logistics of these goods. Additionally, members operating as OTIs are involved with approximately 80 to 85% of all exports from the United States.
